How long should an SEO title be?

About 50 to 60 characters. Google truncates titles by pixel width, so wide letters and capitals use up the space faster.

Does Google always use my title tag?

No. Google sometimes rewrites titles it thinks don't match the page or the search. A clear, accurate title that matches your H1 is rewritten less often.

Should the title tag match the H1?

They should be about the same topic, but they don't have to be identical. The title is written for search results and the H1 for people already on the page.
